Retired Supreme Court Justice Antonio Tirol Carpio, former Chair of the High Court’s Second Division and the Senate Electoral Tribunal, will deliver the keynote address at the University of Bohol’s 164th Commencement Exercises.
Justice Carpio is set to speak before more than 1,000 graduates on June 11, 2025, at 4:00 p.m. at the Victoriano B. Tirol, Jr. Sports Complex, VDTALC Campus, Taloto District, Tagbilaran City.

A staunch advocate of the Philippines’ sovereign rights in the West Philippine Sea, Justice Carpio gained national and international prominence for his legal work and educational campaigns on the maritime dispute. In 2015, the Department of Foreign Affairs sponsored his global lecture tour, where he presented the Philippine position on the West Philippine Sea issue to universities and think tanks in 30 cities across 17 countries. His research was later published in an e-book titled The South China Sea Dispute: Philippine Sovereign Rights and Jurisdiction in the West Philippine Sea.
Born in Davao City, Carpio was appointed Associate Justice of the Supreme Court on October 26, 2001. At age 52, he was among the youngest appointees to the High Court. He is also recognized as the architect of the Supreme Court e-Library, the first full-text searchable and retrievable online law library in the Philippines and one of the first of its kind in Asia. Associate Justice Carpio retired from the Supreme Court on October 26, 2019 upon reaching the compulsory retirement age of 70.
Retired Justice Carpio will be formally introduced by Mrs. Sofila L. Gantalao, a Juris Doctor graduate of the University of Bohol College of Law.
